Do not let that summary confuse you into thinking your state refund will go the IRS to pay your federal tax due. It will not. The summary is just showing you the net difference between the refund and the tax due.
If you owe tax due, you have to pay it yourself by the filing deadline on April 15, 2025.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You are seeing a net number. You cannot pay your federal taxes from your state refund. Federal tax payment go to the IRS and your state refund comes from your resident state's Dept of Revenue or Taxation.
No. At the end Turbo Tax just shows you the net federal and state combined. But that is only for your info. You will still get the full refund and you need to pay a tax due.
