The Deluxe 2019 online editions will not be available until sometime in December 2109.  The Deluxe 2019 desktop editions will not be available until mid-November 2019.

You have to buy a new program each year.  Buy 2019 Deluxe  here, https://turbotax.intuit.com/personal-taxes/cd-download/deluxe.jsp 

then call in for a refund of  2018
