I brought Turbo Tax Premier from Costco it includes one state filing for free, but when I'm finishing to submit it asks me to pay for state fee. Why this this happens

State filling is included with price I paid already, This looks like asking for second payment which is not valid.

E-filing fee in desktop software

Did you purchase desktop software with state software included?  They sell Deluxe both with and without state software--so you have to be careful which one you choose.  And even if it does have the state software download included, that is for preparing the state.  There is an extra $25 fee to e-file the state.  You can avoid the state e-file fee if you print and mail the state instead of e-filing it.

You purchased the software to prepare the state return.   The fee is to e-file the state return.   If you don't want to pay the fee, you can print the return and file it by mail.    You get 5 free FEDERAL e-files when you purchase the federal software, but the state software does not include any free e-files.

I brought Turbo Tax Premier from Costco it includes one state filing for free, but when I'm finishing to submit it asks me to pay for state fee. Why this this happens

Curious when Intuit will realize charging the filing fee for states is a major lost revenue oppty.  I will NEVER pay a filing fee to save me state processing costs.  So instead of nickel and diming the customers, Intuit should be selling to the states to cover these costs/fees to save the states money and improve their customer (us!) satisfaction with this product.  First tax software company to do this will own the market !!!!!!!
