I always make sure the software is up to date when I file. The problem, as I just found out today, appears to be with the availability of the state corporate forms, which is Virginia in this case.
Exactly. No one replying to messages seems to understand that we all received the email saying the forms were available. Either they are or they are not. Which is it?
I'm having the same problem, same message. Never have I experienced this problem and have been filing TurboTax for decades. Why is this happening?
It's 02/14 and I'm in the same boat. Had a message earlier saying it needed some file for state so I couldn't finish now this. I've been using TurboTax for 10 years + and have never had any issues filing. I'm really confused why we are having transmission issues now.

I'm from NC as well. I was able to do all the paperwork for NC so the files are in but now I'm getting this other message saying "The Intuit Electronic Filing System is having difficulty recognizing the data in the return you are sending. Make sure your TurboTax program is up to date (did that). If you still can't transmit your return, go to www.support.turbotax.com for a solution or workaround. In some cases. you may need to file this return by mail. Tax Year 2021 transmissions are not available.-TurboTax is not read to process Tax Year 2021 for this return.
I have the same e-mail from TurboTax about the "NC D-400 forms for e-file are now available for download." Same as everyone else, I updated my TurboTax software and received the same "unable to upload" message. We have a couple of CPA's that are very well established and respected here in Alamance County that I asked them about the NC e-file upload problem. Even they can't upload their customers by e-file for NC taxes !!! North Carolina Revenue Service is the problem. They (H&R Block and company CPA's) are NOW telling me that they can't upload taxes until February 28th according to the NC Revenue people!!!
I called customer support yesterday and think I finally got the correct answer. My understanding is that yes it is related to all States not having their forms in and we should be able to e-file beginning 2/24. Hope this is true, I also have been using Turbo Tax for a long time.

If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.

Many forms that are currently unavailable for the state of North Carolina will be available on February 24, 2022. To check on a specific form, please see North Carolina Individual Form Availability. It will display the availability of forms, upcoming release dates, and if the form is supported through E-file.
I just got off of the phone with the NCDOR. The representative advised me that the efile D-400 form WILL BE available on February 28th. NOT February 24 as provided by the Intuit support team.
