How to tell if a foreign mutual fund requires PFIC related filing?

Hi, i am reading recently on how to handle the foreign investments in tax filing. I have a foreign bank account, inside which i brought and sold non-US listed foreign mutual funds, and i also received dividends from them.

 

There are some pages that says nearly all foreign mutual funds are somewhat falling into PFIC, such as this one. Is this statement correct? 

 

When i search this forum on foreign mutual fund, i read answers like this one, but it doesn't mention anything about PFIC. How can i make sure it's correctly handled?

How to tell if a foreign mutual fund requires PFIC related filing?

Reporting PFIC is a very highly complex subject that is not supported by Turbo Tax.  Reporting a PFIC requires form 8621 and most of the information that you are seeking can be found in the Form 8621 instructions here: Form 8621 Instructions
