Did you already file federal?  You can't efile state until federal has been accepted.

You can file state before Federal but you have to mail state.

You have to first fill out federal for it to flow to state and pay the fees for both by credit card.

to e-file VA you must first e-file or concurrently e-file both Federal and VA returns. if you don't all you can do is mail in VA.
