There is no possible way to pay your state tax owed from your federal refund.
Your state tax due cannot be paid from your federal refund.
It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund. The federal and state treasuries are completely separate from each other. You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other. It is not. The ONLY thing you can pay for from a federal refund is your TurboTax fees if you chose that option.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

Taxes owed can Never be paid from a tax refund, federal or state.
Choose how you want to pay the taxes owed in the File section of the program on Step 2. The option to pay from a tax refund will NOT be one of the options.
You know you still have to pay the fee for state before you efile or mail state. You can only have the fees deducted from your federal refund, not the state tax due.
To not file or pay for state you can delete it. You can add it back later.
You are asking from TT Online. There is no efile fee for State (or Federal). Rather, the charge is for the use of the software to prepare the return(s), and is the same regardless of how you file.
And you misunderstood the Pay with Refund fee. You cannot pay State taxes due from a Federal refund, but must do so yourself. The extra $40 cost is to have your TT fees deducted from your Federal refund You can avoid that by paying the fees upfront with a debit or credit card.
As far as paying state taxes that are due, each state's protocol is different, and TT will tell you your options.
Simple, just uncheck the state efile box when efiling the federal return. These options show up
as you proceed down the efile procedure. Many states offer free efile; -do your state return on
TurboTax----then use the data to complete forms for free efile directly with state revenue department.
