How can I bypass the options if I already files for 2023 taxes but had to pay taxes instead of getting a refund?

I am trying to finish my e-file for 2024 but the system says it didn't find a finished tax filing for 2023. Even though I already finished 2023 and need to pay taxes back to the IRS/government.

Do you mean you cannot find your AGI to use for e-filing 2024?    Maybe you are looking in the wrong account for your 2023 return.

Many people have multiple TT accounts and forget how to access them.  Log out of the account you are in now.

Your 2023 tax return shows your 2022 Adjusted Gross Income  (AGI)  If you filed a joint return then the AGI is the same for each of you.

Form 1040        line 11

If entering the amount from your 2023 tax return does not work, then try entering “0” instead.  If that does not work and you still cannot e-file, then print, sign, and mail your tax return.

You can get a free transcript of your past return from the IRS:
