Hi I believe I did something wrong on my taxes

My 2019 fed is $271 and state is $284 , they say I owe $13 . I filed 2018 and worked three job all of 2018 , but nothing is said about it.

Sounds like you owe the state the 284 (not a refund).  At the end Turbo Tax shows you the NET combined amount of federal and state.  So 271 federal Refund - 284 owe state = 13 net owed.

Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo. If you owed tax, it will show the payment information and how/when you decided to pay. Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.
