I moved to the US in Aug 2018 with an F1 visa and got my H1-B visa in October 2020. Do I meet the substantial presence test and qulaify to file taxes using turbotax as a resident?

You only needed 183 days to file as a resident in 2021.

In this case, the current tax year is 2021, because that is year you are filing taxes for.
