Form 8915-E is available in both the CD/Download and online versions of TurboTax.
Please make sure your program is up-to-date. In TurboTax CD/Download, you will be prompted to download any updates available when you open the program. You can also update the program while you have it open by following these steps:
If you are using the online version or after you have updated the CD/Download version be sure to go back through the 1099-R section in the federal return.

I just updated my Desktop version of TurboTax 2020 Deluxe and do not see any of the new questions/screens for Form 8915-E. What might the issue be?
Go back and review and edit your 1099-R entries. Once you click on Edit, click through the screens, and you will be taken to the disaster relief questions pertaining to Form 8915-E. Make sure your software is updated first, though. @Bob2006
Updated turbo tax deluxe on 2-27-21 and looks like form 8915-E still not available. Did I miss something for not available yet?
The form is produced when you enter a 1099-R and answer the interview question that is was a COVID distribution.
Or to view the blank form switch to the forms mode and and click the "open form" icon.
This thing is so frustrating. I will have to think twice about using TurboTax next year. Very disappointing. I finally found the form 8915 e and filled it out. However, Turbotax or IRS still needs to review one of the worksheets and I still cannot file since error message keeps popping up. I have never filed my taxes so late and Lord knows when I will be able to file given this ongoing nonsense. Sad.
What is the error message? There are 3 states that are still being worked on, but Federal should not have any errors.
New York is my state.
It states that it is waiting on update from Pension/Annuities/IRA program. They say that they are working on the form.

You're right. Tax ACT and others have the forms E and the state version incorporated into their software, and when I tried it, I was blown away also. Maybe it's time to move away from Turbotax. I have been with Turbotax since 2009. You just have to try others to know what you're missing. I am currently stocked with this form, and I can't complete my NY and NJ Distribution form for early withdrawal due to COVID in Turbotax, but I can in TAXACT. This is a shame. Turbo is not getting it!!
What is the problem with Turbo tax? Tax ACT and others have the forms 8915E and the state versions incorporated into their software already. In fact, I was able to complete my 8915E and their state versions in TAXACT, and was blown away by my projected returns by TaxAct compared to what Turbotax was projecting I would receive. Something is not right with Turbotax this time around. I have spoken to their customer rep multiple times, and each time I asked when the form 8915E and others would be available, the date keep changing. It used to be 2/24/21, now it's 3/18/21. Now I am stuck, can't complete my NYS and NJ taxes, because of this waiting game with turbotax. It's ridiculous. Yes, their customer rep seem helpful, but what can the customer rep do when the forms are just not there. I was told to check back 3/18/21.
I have been with Turbotax since 2009. Maybe it's time to move on to other tax filing company. At times, you just have to try other vendors to find out what you're missing. I am tired of this back and forth with Turbotax since February 12th, and I can't do it anymore. This is a shame, Maybe it's time to move TAXACT because they have all these forms installed in their software already. This is a shame. Turbotax is not getting it at all!!
You're right. I am experiencing the same problem. Turbo tax is a mess this year. I have been with them since 2009, but they are really bad now. I work in NY state, and I also can't complete my NYS tax for the same reason you stated. Whereas, TAXACT has all the forms installed in their software already. When I tried to file using TAXACT, my NYS tax went through with no problem. So, this is an internal problem with Turbotax and not IRS form as they have claimed. Shame to them.
I have given up on TurboTax. The last 2 years they have been VERY slow at updating their forms in a timely fashion when other Tax companies update and have forms ready as soon they are available. TurboTax also charges an outrageous amount for filing taxes. This year I have found FreeTaxUSA.com and only cost me $19.98 to file both Federal and State Taxes and covers audit assistance. Saved me well over $100. Only downside is I had to type in forms myself vs importing them. Not a big deal if I can save myself that much money.
Great news! The IRS created new Form 8915-F to replace Form 8915-E. This form will be used for anyone who chose to take a distribution from their retirement and spread the taxable amount over three years.
It was recently (this week) taken out of draft and finalized. TurboTax has an available date of March 31, 2022. Continue to check the availability date by using the link provided.
When entering your 1099-R in TurboTax CD/Download, you’ll be asked Was this withdraw due to Covid-19? On the next screen, it should ask you Did you test positive for the coronavirus in 2020? However, some users are reporting they aren’t being asked that second question.

This is a message from 2021 for 2020! Not 2022 for 2021. The form we're to use in 2022 for 2021 is 8915-F is my understanding; 8915-E was for 2021. No wonder so many people are confused and upset. These forums are confusing people while Turbo Tax's delays are making some furious.
