Hi,

You must file an income tax return and include both W-2 forms. You must report all income no matter how small it is. You are only allowed to not file an income tax return if your total w-2 income is less than the standard deduction. Based on your facts, your total income is above the standard deduction.
If you are required to file a return you have to report all income no matter how small, even $1 of bank interest that you don't get a 1099int for. The IRS gets a copy of all your W2s and will match them to your return. Unless you only have W2 income less than 12,200. Then you only need to file to get back any withholding taken out.
