Federal finalization form

Amending my 2021 Illinois tax and the instructions on Illinois.gov site states several times that I have attach proof of federal finalization if AGI is changing due to a federal  change.  Can I use the e-mail I received from Turbo tax that my amended federal tax return was accepted?  Or do I need to request a transcript from IRS?  Thank you.

No, the email form TurboTax would not be proof of finalization. The State of Illinois prefers a copy of your signed 1040X and a proof of payment if there was a balance due.

 

They will accept the IRS tax account transcript as an alternate proof.

No, the email form TurboTax would not be proof of finalization. The State of Illinois prefers a copy of your signed 1040X and a proof of payment if there was a balance due.

 

They will accept the IRS tax account transcript as an alternate proof.

The IRS accepted my amended tax return, but when I open the 'account transcript' I don't see there updated information related to any amended update. I can still see the old info... I guess it's not what the State of Illinois wants to receive... When will 'account transcript' have the updated amending information?

It will not have the amending information. As a rule the original transcript never changes with an amendment.  You will not see the amended return figures when you look at your IRS Transcript.

  • Transcript Types
    • Tax Return Transcript - shows most line items from your original Form 1040-series tax return as filed, along with any forms and schedules. It doesn't show changes made after you filed your original return

I forgot to add my 1099-NEC to my Tax Return so I've completed the Amended Federal Tax Return and now I also need to complete and mail IL-1040-X form. So, I noticed that this form requires a copy of the Federal 1040X form and also proof of federal finalization
In the instructions for the IL-1040-X form, it says such words about the proof of federal finalization:

- If your federal change resulted in a balance due, proof of federal finalization includes a copy of your federal Form 1040X and a copy of the check you sent to the IRS to pay the tax due. If you do not have a copy of this notification, please contact the IRS to request a tax account transcript. 

didn't use a check for the IRS as I was using an e-file of Amended Federal Tax Return on TurboTax. So, in my case, I guess I need to attach a tax account transcript as an alternative... 
But you said that... "It will not have the amending information"... I don't understand this process then... If it will never have the amending information then how it is possible to use it as proof of federal finalization for IL--1040-X?
I think it just doesn't make sense to print and attach an 'account transcript' without amending info as proof of finalization...
How am I able to complete my IL-1040-X form in this case??

You may not need your tax account transcript.  The term "notification" which you included in your post about the proof for federal finalization, appears to relate to another section in the instructions for IL 1040-X.  In the section, What must I attach to my Form IL-1040-X? includes the following information, which is the only time in this section where the term notification is used.

If your federal change resulted in an overpayment, proof of federal finalization includes a copy of the notification you received from the IRS stating that they accepted the changes shown on your federal Form 1040X; e.g., a refund check, “Statement of Account,” agreement, or judgment. 

Based on the above,  it appears that the notification that must be included with your IL 1040-X relates to a statement from the IRS that evidences proof that your changes have been accepted, and only if your amended return resulted in a refund.  In your tax situation, it appears that you owe an additional amount, and thus, you are not getting a refund.

 

It appears you can send a copy of your federal 1040-X.   Because you did not send a check to the IRS, you might consider contacting the IL Department of Revenue at  800 732-8866 or 217 782-3336 and see if they might accept your electronic instructions, or similar document that proves you directed your financial institution to send funds to the IRS.
