EV Deduction carryover

We bought two PHEV vehicles last year and the amount of the federal rebate was well over our tax liability. So we never even got to deducting charitable contributions. Can we carryover to 2022 the excess EV rebate as well as the charitable contributions from last year?

I'm sorry, but there is no carry forward.

Per instructions to form 8936:

If you cannot use part of the personal portion of the credit
because of the tax liability limit, the unused credit is lost.
The unused personal portion of the credit cannot be
carried back or forward to other tax years.
