Error message loading software

I get the following error message while trying to load the software after downloading it.  I've confirmed the system requirements and turned off anti-virus and closed all windows.  Any suggestions?

One other thing to try is to shut down everything, then reboot your computer...

Wait 15 min, then try installing again 

(though, I am clueless as to whether you might have to somehow delete some of whatever did partially install already)
