Downloaded software (previous year software) will not install. When double clicking Microsoft store opens. Can someone tell me how to handle this issue?

Windows might be restricting installations to only the Microsoft Store.
Go to Settings > Apps > Advanced app settings (or "Apps & features").
Under "Choose where to get apps," change the setting to Anywhere.
