Yes, they are supposed to send to the Federal, State and Local governments. However, if you did not provide them with the correct local jurisdiction, or if they were withholding for your work location instead of your home location, they may not send it to the correct place.

If the employer put amounts for local taxes in boxes 18, 19, and 20 of your W-2, then, yes, they also sent a copy of that to the city.
