No - not unless he works in Detroit. If he works in Detroit and his wages exceed the exemption allowance ($600 per exemption), he would file a nonresident Detroit return.
If he does have to file a Detroit return, it can be e-filed along with your Michigan return. (Other city returns have to be mailed.)
