If you had unemployment withheld from your unemployment, then that withholding is what would have been refunded to you. If you did not take withholding, then you would not get any refund.
If you had had tax withheld at 10%, then you would get a $1900 refund because you would have been forgiven that tax. But if you had no withholding on the unemployment then there would be nothing to refund,.
