Re: Code 971

I paid my 2022 taxes due in full (minus penalties as I didn't know how was owed) after I filed my tax return in Oct and now owe penalties and interest. On my account transcript is shows code 150 and then the codes for the interest and Late payment penalties. It then shows" code 971 - Notice Issued - Date 11-20-23 $0.00". What is the code 971? Is it simply a notice for the penalties and fees and why the advance date of Nov 20? Or does it mean something else?
