Being forced to upgrade from deluxe to premier and i don't need premier? all previous years have used deluxe and nothing has changed in my tax info, how bypass this?

Turbo tax is forcing me to buy premier service just for a capital loss carryover that I don’t even need to use as a deduction. Is there anyway to avoid this?

Depending on what forms you need to file, you may need to upgrade.  If you wish to try to downgrade, please see the Help Article here for further assistance.
