I am unable to import my 1099's from American Express Bank, FSB, it's not listed as an option on the import page. It worked last year, and it's still listed on the Intuit page: https://www.intuit.com/partners/fdp/implementation-support/tax-import/program-overview/partner-list/. Is this a bug or has it been intentionally removed?

Yes, I see that American Express Bank is listed on the partner link you gave, but you're correct that it does not show up in the dropdown list to choose to import from in TurboTax.
Were you able to import from them last year? My first instinct is that the they are no longer participating in the program, and that the partner page has not been updated to reflect that, but I have not way to confirm this.
Have you reached out to them to see if they're using another name in this instance? Or perhaps no longer allowing third-party access, as would be needed to import?
If you're using TurboTax Online, and you can download a PDF of your 1099-B transactions to your computer, you can attach the PDF to your return.
Otherwise, I'd suggest entering Sales Section Totals in TurboTax. Here's more info on How to Enter a Summary in Lieu of Individual Transactions.
The IRS has copies of your 1099-B's, if they had a question on any individual transaction. They really just want you to report Gains/Losses, ST/LT, on your tax return.
