This form is necessary to report COVID related distributions from IRA's and other retirement plans to report the distribution, pay it back over 3 years or spread the tax over 3 years.
A COVID-19 related distribution is reported on a new 8915-E form that is not yet available and there is no estimated release date since the form is still in the draft state at the IRS.
The draft paper form 8915-E is here:

The link to sign up for a notification doesn't appear to be working. After I click submit, I get this:
Form 8915-E: Qualified 2020 Disaster Retirement Plan Distributions and Repayments can be e-filed beginning February 24th.
Taxpayers will use Form 8915-E to report COVID-related early distributions that qualify for favorable tax treatment.
Can I file without the 8915 E form? My code is 2 and I had taxes taken out before receiving my distribution. TT says I won’t be penalized the extra 10%. Do I need to wait or can I file today?
The 8915-E allows 3 years to pay the tax or repay the amount to the retirement account. It is also required if the only reason that the distribution was even allowed from some requirement plans before retirement age.
If you do not want to spread the tax or pay it back and you could take the distribution without it being COVID related then you do not file a 8915-E at all.
irs form 8915-e has been released . why is it not available on TurboTax 2020?
Waiting for IRS approval.
The TurboTax 8915-E should be available on Feb. 24 (pending IRS approval by then).
The IRS just finalized the form on Feb 11. TurboTax must now submit their 8915-E software to the IRS for testing to be sure that both TurboTax and the IRS e-file computer are comparable. That process usually takes the IRS 2-3 weeks for approval to release the new form to the public.

Just wondering why it takes the IRS 2-3 weeks to approve TT to use the form in its software when it is and was available for e-filing at FreeTaxUSA dot com on February 15?
I've loaded the latest update. still no form 8915-e. when will it be available
It has been ready for months ...
If you are using WIN 10 then uninstalled OS updates can hang up the TT program updates ... install the WIN updates at least 3 times and then reboot the computer. Then try updating the TT program making sure you are using an administrator account, the program is installed on the C drive and that you don't have any removable drives in the USB ports.
If that does not work try a manual update:
