Has the latest update to TurboTax (I use TT Home and Business download version) accounted for crediting back taxes withheld (Line 4) from unemployment income received - since taxes are not owed on unemployment for tax years 2020 and 2021 up to 10,200 of unemployment income received.

Yes the latest update is taking that into account for the Federal return. The state return has not been updated yet.
If you haven't filed your return yet, go ahead and do so. TurboTax is up-to-date with the latest federal changes. Check your state's updates here.

Thanks, but that does not really directly answer my question. I use TurboTax Home and Business (Windows download edition). My 1099-G for unemployment benefits received, line 4, has $320 withheld for Federal taxes. Do the latest updates in my edition of TurboTax account for that withholding (credit back of the $320 withheld since there is no tax)?
