I entered 0 for the 2019 AGI, and it worked!
Im having the same issue. Did you e-file or paper file 2019? We paper filed which I think is why don't have it in their system. I read somewhere that if you paper file you don't have to list it.

am having same issue. have resubmitted, for 3rd time...hopefully 3rd time is the charm. have not had this problem in any previous years.
My nephew 2020 efile was rejected because the IRS efile system could not match his 2019 AGI. He paper filed his 2019 taxes. He called the IRS and they said that they have not processed his paper file- he owed $ for 2019 as he worked with a 1099 and the IRS has already cashed the check 😋.
Should he select "No" or that he did not file for 2019 in the efile question step work? Does anyone know if IRS would accepted ?

Select No for the 2019 return. This will put a 0 for the 2019 AGI so the 2020 tax return can be e-filed. The IRS does not care how you answer the question. Since the 2019 AGI is not in the IRS systems for his name and SS number, the 0 for the 2019 AGI is correct.
Due to all the issues with the pandemic and the stimulus money, the IRS had to delete all of our information and re-enter it manually. They made a LOT of mistakes doing so. This is probably happening because they didn't get your last year's information in the system correctly. It has worked for several people to just choose the option that says I didn't file last year. Or you can try putting a zero.
This is an error with the IRS database and e-file servers so beyond these there are no other options except to print out your returns and mail them in.
I entered 0 for the 2019 AGI, and it worked!
I just changed AGI-2019 to zero for both myself and my spouse and the IRS accepted it. Unbelievable, I had submitted 4 times previously, in 1 attempt, i changed my spouse to zero and kept mine at 2019 AGI, since we had filed jointly.
I did the same - put AGI as zero and the Fed is accepted and the State is not rejected but pending so think it will be good. I too had verified the AGI and knew it to be correct. But ZERO works.

It is not necessarily true that filing a 2019 paper return means you should enter "0" for your 2019 AGI when e-filing 2020 returns, however, entering "0" may allow you to proceed with e-filing.
If you are getting an e-file reject, here are a few possible reasons that might be happening and your options:

Filed late last year after mid-November or your return was processed after that time—try entering 0.
Amended your return last year—make sure you’re using the AGI from your original return, not the amended one. (If you only have a 1040X form, it’s on line 1, column A)
Rounded your AGI to the nearest dollar—be sure to round up when it’s 50 cents or more, and down when it’s 49 cents or less.
Filed with your spouse last year—you and your spouse have the same 2019 AGI. (Don’t split the AGI amount or enter 0 for one of you)
If you’re still having trouble, we suggest that you check with the IRS to make sure that the copy of your return is the same as what they have in their records. To do this, you can order a tax return transcript.
If you’ve tried everything and nothing works, you can still file a paper return by printing out copies of your federal and state returns and mailing them. We’ll include File by Mail Instructions on where to send your returns and what forms, if any, you need to include.
I requested copy of 2019 from IRS and the AGI was the same as what I put when efiled. Rejected again. Took advice here and filed with $0 for AGI in 2019 and worked. Accepted within 10 minutes. I am happy now.
So I was having the same issue. I kepted getting rejected. The last rejection they advised that my IP PIN was wrong. The IRS sent documentation back in Dec or Jan with a new pin. Unfortunately I could not find mine. The good news is that you can reset it>> here Retrieve Your IP PIN | Internal Revenue Service (irs.gov). I reset mine, entered that number and the correct AGI and it was accepted. Please note this is not you signature pin(5 digits), it's and identity pin(6 digits).
Mine was definitely right too. I submitted 3 times and was rejected each time. I ended up putting zero because on the IRS site they mentioned about putting zero if you filed late last year. It didn't apply to me but I tried it anyway and it worked. I think the IRS is a bit disorganized at the moment. I e-filed last year on May 1 and received my refund in December. Long story less long, put the zero.
