This has a Windows update issue as the root cause ... close the program, check for OS updates, install them then reboot your computer at least twice. Then if you still have issues you will need to uninstall the program and install it again fresh.

This is impacting a significant number of users.
Not sure whose error this is (would bet a combination of both) but after wasting 15 hours of my life I got past it no thanks to Intuit.
Problem was Deluxe installing as Basic. This resulted in activation error code (606) not matching (Basic software Deluxe code) after hours on support messing with windows installer to no avail I did what they said would not work. On uninstall from "add remove programs" I asked to "repair" Turbo Tax vs "uninstall". While it did come back as Basic at the end of the process it immediately jumped by itself into an update (to get the patch it needed) and success it started as Deluxe. Activation code then worked.

This is a user community forum comprised mostly of volunteers. If the users have not had this same problem there is no way we can give you assistance. The only assistance that can be provided to you would be directly through TurboTax support where you can speak directly with a support agent. As stated in the Support FAQ it is happening to only a select group of users. I personally installed TurboTax 2019 from a download and had no problems with the installation at all on a Win 10 OS PC.

Thanks Joe M. I followed your instructions and I too was able to get my code to work. Very appreciative on this Saturday where there was no support help from Intuit with office hours Mon-Fri only. Worked like a charm!!!
For other users, I was installing from a CD and not downloading from the internet. Had already spent a couple hours frustrated when I came upon Joe's fix. It worked just like he explained. Start the Uninstall and when it prompts to either Repair or Uninstall chose Repair. It then goes to the internet for updates. Once you re-open TurboTax you can put the activation code in. Just fyi for those who want to give it a try.

& then DONE
& you’re good to go. This is for those on WINDOWS computers.
