1. Will federal taxes withheld from 1099div box 4 end up being added together with all 1099 taxes withheld and end up on line 25b of form 1040,, which for me would be taxes withheld from a1099R, box4?
2. Also, if yes, would I have to send in a copy of that 1099div showing box 4-Fed. Tax withheld?

For your question #1) The answer should be Yes. TurboTax should add all the taxes withheld from all sources and place that total into the appropriate place on line 25 a, b or c. In your case it would be line 25b. You can double check this number before you file.
For your question #2) A) If you are filing electronically, TurboTax sends the needed information. B) If you are filing by mail, attach any forms that show any withholding.
The instructions for assembling form 1040, page 64 state "Attach Forms W-2 and 2439 to Form 1040 or
1040-SR. If you received a Form W-2c (a corrected Form W-2), attach your original Forms W-2 and any Forms
W-2c. Attach Forms W-2G and 1099-R to Form 1040 or 1040-SR if tax was withheld."
