Usually, only one taxpayer can claim a person as a dependent. A taxpayer is able to claim a person as a dependent if the person meets the IRS definition of a "Qualified Child" or a "Qualified Relative." Refer to Publication 501 (2019), Dependents, Standard Deduction, and Filing Information https://www.irs.gov/publications/p501#en_US_2019 This publication has detailed definitions and examples. First determine if the person is a "Qualified Child." Since this is a sibling, for you they are not a "Qualifying Child." Then determine if they are a "Qualified Relative." If your sibling is a "Qualified Relative" for you, I suggest that you talk with your father to ensure that only one of you claim your sibling as a dependent. If you or your father has already filed, and incorrectly claimed this person as a dependent, they should file a Amended Return to correct the error.

I am assuming you are asking whether you can claim your son as a dependent on your federal tax forms. Your father is able to claim you as a dependent if you meed the IRS definition of a "Qualified Relative." Refer to Publication 501 (2019), Dependents, Standard Deduction, and Filing Information https://www.irs.gov/publications/p501#en_US_2019 Because of your age, you are not a "Qualified Child." There are 4 tests to determine if you are a "Qualified Relative." If all of those tests are met, he can claim you as a dependent. If not, he may not.

I'm not an expert, but I do not believe that claiming someone as a dependent for tax purposes has any effect upon whether or not that person continues to receive Social Security Disability payments nor the amount of those payments. SSDI is based upon whether or not a person meets the SSA's definition of permanently and completely disabled. How to handle your situation: Refer to IRS Publication 501 (2019), Dependents, Standard Deduction, and Filing Information https://www.irs.gov/publications/p501#en_US_2019_publink[phone number removed] Since your son turned 19 in 2019, he is likely not a "Qualifying Child." Look for the definitions of "Qualifying Child", or "Qualifying Relative" if your child is not a "qualifying child." There are 4 tests listed to determine if they are a "Qualifying Relative." Follow the instructions and if he meets the definitions, I recommend claiming him as a dependent.

I do not know much about your question, but saw it has been unanswered for a while and decided to try to help. I suggest reviewing IRS Publication 519, U.S. Tax Guide for Aliens, https://www.irs.gov/forms-pubs/about-publication-519 While this may not contain specific info about your question, it may refer to other publications that do. Also, note the links to "Related Forms" on the right side of the screen.

I believe the statement "If SSI and SSDI is your only income then you do not even need to file a tax return" is not true in all cases. It is probably true in most cases - but not all. There are multiple situations where Social Security is your only income, but you may need or want to file a tax return. Some of those situations are for lump sum distributions, or if you receive a large amount of Social Security income, or if you had taxes withheld - you may want to file to get a refund. And yes, there are more such situations. I suggest using the IRS Interactive Site to determine whether or not such payments are taxable https://www.irs.gov/help/ita/are-my-social-security-or-railroad-retirement-tier-i-benefits-taxable I further suggest using the IRS Interactive Site to determine whether or not filing a tax return if required. https://www.irs.gov/help/ita/do-i-need-to-file-a-tax-return For each of the above sites click the "Begin" button at the bottom of the screen.
