Software glitch: I noticed that line 4a does not populate on this form even though it shows the amount on lime 4b.

If the amount on line 4a is the same as 4b the IRS doesn't want it showing on 4a.  Same for line 5.

Except as provided next, leave line 4a blank and enter the total distribution (from Form 1099-R, box 1) on line 4b.

If the amount in box 1 and box 2a of the Form 1099-R you entered are the same then on the Form 1040 box 4a will be blank.
