Here is how I fixed mine.
I looked into the solution that was mentioned several times in the responses (putting 0 for the 2017 tax liability), and found out that I cant do that. There are only two conditions that would allow for a value of 0 to be reported. 1- you were not required to pay any taxes in 2017 OR 2- you got refunded 100% of all taxes that you had paid in 2017. Since this is not the case for most of us, putting down 0 for 2017 liability is false reporting.
Here is how I fixed mine. I found someone who has the CD/desktop version of the software (the CD allows for 5 people to file taxes for the same cost). I did my taxes all over again using that desktop version. Once it said that I was ready to e-file, I clicked on the "forms" tab/button on the top right corner (this is not available in the online version). This shows all the forms that were filled out for taxes. navigated to the form 2210 (Box A is checked under section II) and found a small button on the lower right corner of Box B under section II of that form (box B is not checked). Clicking on that button however, opens up the "Statement of explanation" form. This statement of explanation is for the whole form 2210 and not box B, its just located there. Typed in "85% waiver" in the "statement of explanation" form and closed all forms and then submitted. My taxes were accepted within 30 mins.

By the way, here is the link TT sent me for fixes to form 2210. If you expand the online solutions or desktop solutions, you'll see that they are telling people to file by mail (takes 6-8 weeks for processing per IRS), but like I said earlier, using the desktop version and adding that comment actually resolves the issue.
