No need to shout at us in all caps. This is a user forum--not live chat. You post questions and wait for a response from someone in the forum--and we are mostly volunteers. On a federal holiday.....
We have no access to your account; we cannot see your screen or your tax return. Nor do we know what might be going on with your 2016 return, which should have been filed several years ago. If you prepared it recently--you could ONLY prepare it using desktop software that you downloaded to a full PC or Mac. You could not use the current online program for a 2016 return--so how your desktop software was "hacked" is puzzling. You do not say how you know or why you suspect that.
If you will explain what the problem is, someone here may be able to help out. If you need live customer support, that will be available after the holiday weekend.

Nobody in this PUBLIC user-to-user forum will call you. So if anyone does and claims to be from TurboTax, you're being scammed yet again. You, and only you can initiate telephone contact with a TurboTax employee. But that won't happen today, being the 4th and all.
if it your a/c was indeed hacked in 2016 and you informed the IRS they should have sent you in each following year an ID protection pin - which identifies that you have been the victim of identity theft and to protect future years, when you file you need to enter the PIN. without the PIN no one can hack your a/c in future years. did you by chance do a nonfiler's return? that is a 2019 return so any other return you file for 2019 will be rejected saying something to the effect that a return has already been filed using your SSN.
TT can do nothing. You can call the IRS or retrieve your ID pin online. You will have to mail in your return and if you think this is a new instance of identity theft file form 14039
