Pass Through Entity Tax Indiana

I received an Indiana K-1 with a Pass Through Entity Tax on line 10, $6500. Line 11, the IN State Tax Withheld is 0, none. 

However, on page 2, Part 4, line 1. for "State income taxes deducted," there is a value of $6,000. 

What is the difference between the IN state tax withheld of zero and the state income taxes deducted of $6,000?

How is this handled in turbotax?

The program will use whatever numbers you enter. Contact the issuer of the k-1 to clarify what taxes were actually paid. Taxes withheld should be taxes paid.
