I was charged $40 on my AMEX for a WIN download when I thought I was paying for submitting my State Tax EFile (which I did afterwards) which resulted in a 2nd AMEX charge. I request the cancelation of Order No TTDCA292145581 and a $40 credit to my AMEX card. I did not down load the WIN file.

Are you sure of what you chose? If you are using desktop download software, there is a $25 state e-file fee. If you pay that fee upfront using a credit card or debit card, you only pay $25. If you choose to pay that fee by having it deducted from your federal refund, there is an extra "refund processing fee" of $40 charged by the third party bank that receives your refund from the IRS, pays TT its $25, and keeps the $40 for itself.
No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”
There's also a current $40 fee for downloading a state software set into the Desktop software if you either a) needed a second state download...or b) if you happened to buy the 3rd party Desktop Deluxe version without the one free state download.
Even of you buy a state download, there is always a $20-$25 e-filing fee for it (Except for NY), which is only avoided if you print and mail it in yourself.
