I got most of my taxes done earlier this year but when I go to edit them it wants me to start over and won't open the pdf files either? I really don't want to start all over, what can I do?

Are you using the Desktop program? On Windows or Mac? You need to open the data file ending in .tax2019. On Windows it should be in your Documents then in a Turbo Tax folder. Or search your computer for all files ending in .tax or .tax2019. And check the Recycle Bin. For Windows 10 check the One Drive. Did you make any backups? Like DropBox.
If you don't have the main .tax file you might have one that starts with a Tilde sign ~ like "~your name.tax2019". That file is if your computer crashes or your real file gets lost or deleted or corrupt so you can restore it.

I need to finish my taxes but I'm stuck in an error loop. When I open TurboTax Premier it shows my tax file with a "continue" button, when I click continue it takes me to download state files and gives error code 190. If I could open a saved pdf file I could edit that? HELP!!!
If your .tax2019 File has any state returns in it you need to first download the state program.
After you get the program installed the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW TAX RETURN)
Then go to FILE -Open and find your return.

OK, I have downloaded the state file then I click continue and it goes right back the the error message. It reads "Your federal return is now on this computer. Let's get your Oregon state forms next. Error: 190. This is maddening!
