One of the qualifications for the Child Tax Credit is that your Dependent must not be Age 17 as of 12/31/18.
If your Dependent turns 17 before the end of the year, then they won't qualify for the Child Tax Credit, but they will most likely qualify for the Credit for Other Dependents (also known as the "Family Tax Credit"). The Credit for Other Dependents was signed into law as part of the 2017 Tax Cuts and Jobs Act and is in effect for tax years 2018 through 2025.
