On my W2 in box 12 it says "See Instrs. for box 12"

What does that mean and what do I fill out for this box 12 section?

On my W2 in box 12 it says "See Instrs. for box 12"

Those instructions are for the person or company preparing the form, not for you. You totally ignore that. If your box 12 has no entries other than that, then you leave that box blank in Turbotax. Do not put anything at all in it.
