I did renovations that included replacement of old windows and doors with energy efficient windows and doors. Is this "construction"?

No. Its asking if your renovations were part of the overall building of the home itself (i.e. new home construction). In most cases, the answer to this question is No.

Energy credits have certain restrictions when a home is still being built.
