I am filing federal and state taxes in Virginia. I am being required to mail in my tax forms, however when I downloaded the form there was no first page of instructions. I'm not sure which forms need to get mailed where, also do I need to attach supporting documents such as my W-2's when filing or is all of that information translated over to the 1040?

This is a know problem with the missing Filing Instructions page. It is being worked on but a date when this will be corrected is not yet available.

You have to sign and date the federal tax return, Form 1040, on page 2. If you are married and filing Jointly your spouse also has to sign and date the form.
Include with the mailed tax return all forms W-2 and 1099 which have taxes withheld.
Also, include with the tax return all other forms and schedules which have an Attachment Sequence Number located in the upper right corner of the form or schedule. All other pages are for your use only.
