No, box 17 is the tax withheld from your pay by your employer.  "Estimated payments" are made by certain taxpayers who don't have enough (or any) tax withheld, so they send in payments during the year to make up for that shortfall.

So unless you made extra payments (either by mailing a check or electronically) throughout the year, then this question doesn't apply to you.
