TurboTax can only be used to complete and file prior tax returns of 2022, 2021 and 2020.
To complete and file a prior year tax return using TurboTax you would need to purchase, download and install on a personal computer one of the desktop editions for each tax year required from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/
A prior year tax return can only be printed and mailed, it cannot be e-filed using TurboTax. Use a separate envelope for each tax year when mailing. Also, use a tracking service from the US Post Office so that you will know the tax returns were received. A federal tax return and a state tax return are separate filing and mailed to separate addresses.
Note that tax returns with a tax refund prior to tax year 2021 will not be paid since it is beyond the 3 time frame from the due date of the tax return.
You should seek out a local tax professional to assist in completing and filing returns prior to 2020 especially if you have taxes owed.

My daughter has completed and filed her tax returns for 2020, 21, 22 and 2023. She is tracking her returns. Each year she was entitled to a refund. I do realize that because she waited so long, she will not receive a refund for all years because there is a time limit to file.
Does she need to back file any additional years? We are sure she paid more taxes then required for those years as well.

@hammerfdk We do not know if your daughter owes for those back years. Does she have W-2 earnings or was she self-employed? If she was an independent contractor she owes self-employment income for Social Security and Medicare for any tax year in which she earned even $400. If she owes tax due for any tax year, it is still owed with late filing penalties and interest. If she does not owe, then any possible refunds have been forfeited. Filing returns for those years will not yield any refunds. ("We are sure she paid more taxes then required for those years as well.")

@hammerfdk We do not have enough information to tell you if your daughter needs to file for those past years. You have not mentioned how much she earned/received in income for those past years, so we do not know if she had more than the standard deduction amount for those years. And..again....we do not know whether she had W-2 income or self-employment income, or something else--like investment income, scholarship money, etc. etc. etc. Provide some details.
