The forms, or the area where you enter the information to generate the forms, are available in the Deductions & Credits section of the program. See below for more information.

Form 8283, Noncash Charitable Contributions. Federal > Deductions & Credits, select the option to see all tax breaks and scroll down to "Charitable Deductions" section.
