IF it's for Indiana:

It may take a few more days (or a week) to correct this, the tax software was overcharging you certain County taxes.

...sign up for notification on when it's fixed here:

Why am I getting an error for Indiana Schedule IN-W line 26? (intuit.com)

When it gets fixed in the software, you should run thru your Indiana tax return Q&A again, and then the error checks, and if clear after error checks, try to e-file it again.

Will it be FREE to refile the amended taxes since it was rejected due to TT error?

1) YOU DO NOT Amend a rejected e-file......you just correct it and re-e-file.  Amending is only for files that have been "Accepted"...And even then you have to let the first one be processed.

2) There is supposedly nothing you have to do...but you DO have to wait for the software to be corrected...go thru you Indiana Q&A again...error check it and re-e-file.

3) if you already paid for the original state e-filing...all of the next attempt(s) are no-charge....IF there is a charge, then you have to go to Customer Support to get second charge refunded
