My state return form says Do Not Mail E-File Only

This message just means that you can go ahead and e-file your state return however if you want to mail in your state tax return you will need to wait until the form is ready for mailing. so on the website it says that the form is available, does that mean i can mail the papers that say "do not mail efile only" ?
