I'm doing my mom's and dad's taxes for 2017. my mom died in 2018 (my dad's wife) and is unable to sign for 2017 tax returns. I have the "power of attorney" paperwork. What other form do I need to send with their tax returns.

If one spouse remains, it is sufficient for that spouse to sign a Joint return, as "Surviving Spouse".
Enter the date of death. Have your dad sign the tax return.
If her Will makes you executor, you are supposed to sign also regardless of POA.
You do not have to send any paperwork.
