To print out all the worksheets, including the TurboTax worksheets used to fill in the return, there should be an option to download all forms and worksheets in the Print Center.

I tried that and it didn't work.

The only way I could get it to print was to open it and save as pdf or print it directly.

Turbo Tax needs to improve it's program to include the required documents for filing, because this is needed and not included.

I'm having the same issue, and I can't find a workaround.  I've print/downloaded multiple sets of the forms, the shortest being 10 pages and the longest being 42.  In all cases, City of Detroit form 5121, aka Schedule W, is not included.  It worked fine in 2021 (virtually identical situation).  The city return itself seems basically correct (and similar to 2021), as most of the paid taxes are being refunded (being a non-resident and working 98+% of the time from home/outside of Detroit).

I would simply recreate the form, but the calculation seems to be different when I do it by hand, and I can't reconcile how the 3 numbers could be calculated differently.  It's not a huge difference, but enough to make me question it.

I efiled Michigan and Detroit tax returns with TurboTax.  I received a letter from Michigan Department of Treasury, form 5280 City Income Tax Notice of Proposed Tax Due:

 

The Michigan Department of Treasury received your City Income Tax return for the Tax Period, Account Number and City identified above.  The Department made adjustments to your return, which resulted in additional tax due.

 

The withholding reported could not be verified and has been adjusted to zero.

 

You failed to submit a City Withholding Tax Schedule (form 5121).  This form is required by all taxpayers claiming withholding on their return and needs to be submitted to correctly process your return.  Ensure that Part 3 is also completed for each income you list on Part 1.

 

If you have questions, you may contact the City Income Tax Administration at the phone number listed above.

 

Please review your return and if you agree with the adjustment(s), follow the payment instructions on the last page of this notice.  If you disagree with the adjustment(s), send a letter to the Michigan Department of Treasury, City Income Tax Administration, P.O. 30741, Lansing, MI 48909.  State why you disagree and include documentation to support your conclusion.  Include a copy of this notice with your response.

 

The detail of the the adjustments zeros out all tax withheld, and demands payment for the full tax with no credit for withholding.

 

When I checked the print of what TurboTax submitted, sure enough, Detroit City form 5121 (City Schedule W) "City of Detroit Withholding Tax Schedule - 2022" is missing.  When I went into the TurboTax program and found the form, it was only partially completed.

 

I was able to find Form 5121 on the Michigan Treasury website, and reverse engineer the correct numbers.  In Part 3, the form of the "Percentage of days worked in Detroit" in column F must be in the form xx.yy%, then I was able to reproduce the number in column H "Wages earned in Detroit" that TurboTax reported on line 9 "Wages, salaries, tips" of Detroit form 5119 "2022 City of Detroit Nonresident Income Tax Return".

 

With this manually calculated Form 5121, I will probably be able to avoid double-paying Detroit taxes this year.  That said, TurboTax failed to compute or submit Form 5121, and this issue will probably affect all Detroit city filers with withholding of city tax.  There will be an avalanche of these letters.

Follow up: after mailing the manually filled out form 5121 with an explanation of what happened, 4 weeks later (today) we received the tax refund for Detroit city taxes.

Thanks for the details, we just received the same letter, same reason.  Big mistake for turbotax.
