That won't help any with your AGI rejection problem. You would be filing the 2018 return too late for it to have an impact on this problem. Anyone who filed a 2018 return after mid-November 2019 would still have to show an AGI of 0 when efiling the 2019 return.
If you did not file a 2018 return, then when TurboTax asks for your 2018 AGI, you would enter a 2018 AGI of 0.
TurboTax may ask you if you filed a return for 2018. If you said "no", TurboTax may enter the AGI of 0 for you in the background. If it didn't, then you can enter the AGI of 0.

You don't have to wait. The 2018 return has to be mailed and will take at least 6 weeks to process anyway. Most people like to do the 2018 return first before doing the 2019 return so they can transfer 2018 data into the 2019 return. That's more important to people with complicated returns who have items that carryover from year to year like depreciation, capital loss carryover, IRA tracking, etc.
You cannot prepare a 2018 return online with TurboTax. Online TurboTax can only prepare a 2019 return at this point in time. For a 2018 return, if you want to use TurboTax, you'll need to use 2018 desktop software (CD/download). I'll also tell you another option at the end of this post if you want to prepare it manually with forms from the IRS.

The 2018 return cannot be efiled. It will need to be printed, signed, dated, and mailed. It's a good idea to mail by a method that has tracking, such as certified mail, priority mail, etc.
If you have both Federal and state returns, you need to mail each one separately to its respective tax agency.
If you are due a Federal refund, it takes about 6 weeks for the IRS to process a mailed return and deliver the refund.
Or did you already start a 2018 return online prior to the 2018 online shutdown, and want to finish that one without starting over? If so, you can download the *.tax2018 data file from your account and finish it in the 2018 desktop software. If you already paid for your product previously, TurboTax Support should furnish you the software.
OR another option if you have a simple return is to download the 2018 forms and instructions for free from the IRS website and fill them out manually.
