I found an answer from a 2018 question but they said to just use the forms amount (which is higher than what I got). I didn't get any additional refunds, credits or any additional monies and I did not amend my 2019 taxes, so why would I enter the higher amount? What do I do?

If you used TurboTax last year, then it is nothing to be concerned about. The correct amount will already be in your software.
There is a slightly complicated calculation TurboTax does for you about the portion of the state refund that is taxable. I recommend taking a look at your 2019 taxes, specifically with what was reported for your deductions and also checking your worksheets from your 2020 taxes, which will show the calculation. This should prove to connect the dots between these two numbers.

Thank you. I was looking at the amount of refund. State of Oregon told me that the amount on the 1099-G is actually from line 34 which includes the Oregon Surplus credit "kicker" and that amount matches the form they sent me. Turbo tax did pull it correctly from last years taxes I was just looking at the wrong area to double check it. Thank you for getting back to me.
I received a similar letter from the state of Indiana from 2020. It stated that income tax refunds from 2020 was 1355. Looking back I only received around 575 from the state of Indiana. Looking back at 2020 and 2021 refunds I do not see how they came up with this amount. What do I need to do with this 1099G? I never received 1355 and have been using Turbotax for over 10yrs. Please help me figure out what I need to do.
From the amounts you actually received for a particular year...you need to add-in (to see if it matches the 1099-G):
1) Add back Any Sales-tax/use-tax you paid with your tax return for items purchased outside Indiana and did not pay sales tax on those items (if you did that section)
2) Add back any check-off donations you may have made with yoru refund, that reduced the refund. Those donations are treated as-if yoru received all of it, but then later made a donation. Those checkoffs can be used as a Federal itemized deduction for the next year's taxes.
3) If you applied part of yoru Indian refund to the next years taxes...add those back too. Effectively you received the $$, then paid and estimated tax payment later.

As an example, I received a 2022 1099-G for $154 from NC the other day as the refund from 2021 taxes.
But...the cash deposited to my Bank was $24.
1) I did a checkoff donation to 2 state charities on the tax return for $50 each
2) I bought some untaxed items during the year that ended up as $30 use-tax charge on my state tax return.
$24+$50+$50+$30 = $154
I have not been able to resolve this problem calling or on the irs wedsite.
For those that arrive here looking for why 2022 Massachusetts 1099-G (MA 1099-G) is more than their 2021 refund , Massachusetts collected more tax than its cap and refunded 14.0312% of the tax liability.
For me 2022 MA 1099-G number is my 2021 refund + 14.0312% of my liability (a payment which I liked a lot and totally forgot about).
