Turbotax says I owe a penalty for underpayment of estimated taxes on my 2024 California return, despite the fact that my withholding and estimated tax payments far exceeded my 2023 California tax. I looked into the forms and saw CA form 5805 Part II, line 5 is empty. It is supposed to have 110% of the CA tax from my 2023 return. I double-clicked on it, and it took me to line 2 of the 2024 California Carryover Worksheet, which is also empty. The only fields populated on that worksheet are my name, SSN and line 9a. Why didn't Turbotax populate lines 1-8 on the Carryover worksheet from my 2023 CA return, or at least prompt me to enter the information?

When you go through the program it would have asked questions that you can unfortunately skip right past. Since you have Forms mode, you can make a few entries there and head back to step by step to finish up and make sure the program catches it all. Then you can cancel any overrides you may have made.
I used forms mode to enter the missing numbers as you suggested, and that fixed my return.
I went back and walked through the state return step-by-step again. I did not find any questions that I had missed. Having worked as a software development manager, I can say this should be reported as a bug, and not automatically assumed to be due to user error.
I still have exactly the same problem with 2025 PC download version of TurboTax. It is definitely a bug that TurboTax should fix.
If you haven't already, I suggest you return to the California section and complete the Underpayment Penalty interview under Other Situations. Your answers to the questions affect the calculation of the penalty.
Did you also review the Underpayment Statement in the California forms list? It provides a chronological listing by quarter of events or transactions that impact the penalty calculation, including rate changes during the year. If the dollar amounts and dates on the form are correct, the calculations on the statement appear correct.
The Underpayment Penalty interview under Other Situations you mentioned does not exist in California section. It only exists in Federal Tax section. I went to that section and it only asked about tax liability transferred from 2024 federal tax liability, nothing about last year California tax liability. I check CA Form 5805 part II line 5 and it is empty. It should have 110% of last year CA state tax liability. Like user PF13502 said and did, the penalty went away once I manually entered the correct value. I am also a software developer and I think you should report this as a software bug to your development team. Thanks!
The California Underpayment Penalty interview does appear, under Additional Tax Payments in the Other Tax Situations category in the California return, in the Desktop version of TurboTax.
In the Online version, I didn't get the penalty interview to appear unless the program had already calculated a tentative penalty.
There are several areas of the program in which the Online version offers slightly different options.
