It won't let me file because I owe more than I'm getting back in the federal return I just want to file so they can have what's available but it won't let me

If your refund isn’t big enough to cover the fees plus the Extra $40 Refund Processing Service charge (45 in California) you have to lay with a credit card .

If you don’t have a credit card You can get a prepaid Visa card at Walmart, etc.   Or try using one of the IRS Free File programs
