It is in the same area as entering Unemployment income received. To get there do the following.
Go to Federal Taxes > Wages & Income > Unemployment
Select Start or Update next to Unemployment and Paid Family Leave

It will ask Did you Repay Any Government Unemployment? Select Yes or No depending on the type of unemployment received
The Prior Year Repayments screen is where you will enter the amount repaid during the tax year for government benefits received in a prior year. This flows to Schedule A, line 28.
There will be a screen titled Repayments of Nongovernment Unemployment Benefits.
Select Yes and the screen Year Received Repaid Benefits will generate.
